The procc can be quite bad if you use Gouge alot, because it breaks it, otherwise it's quite good.

it can be good on rogues to as it prevents them to go into stealth in 20 sec :)

This sword does 80dmg over 20 seconds VS the Bloodrazor http://www.wowhead.com/?item=809 doing 120 over 30.

Given the proc rates are similar, you'd be losing a little dps over the difference of applications, however, the Serpent Slicer itself also does 120 over 30 sec.

Depending on the availability of either and the money you'd be saving, this isn't a bad substitute... and it can be had one level sooner.

I used to see this weapon a lot when my hunter was around lvl 40-49

but now, months later on my rogue on a server such as stormscale (hunter was on kul tiras)
i never see this weapon at all

I was able to get this from the new Silken Treasure Chest in Tanaris.

So there's yet another way to obtain this nice weapon.
