Not surprisingly, these are only obtainable by characters with the JC profession. I have not tried, since my JC toon isn't high enough, but I imagine the tokens are not usable if you drop JC to take up a different profession (can anyone confirm this?).
Quests that give the tokens can be picked up on a daily basis from Timothy Jones in the Magus Exchange of Dalaran (coords:40.4, 35). He also starts a quest (Writ of Merit) that is required to unlock the dailies. PLEASE NOTE: this is sent to you by in-game mail. The JC must have at least 375 skill in order to pick up quests, even though the designs purchasable by the tokens require skill 370+. Also, the quests are available to pick up at lvl65, so characters can start crafting lvl80 gems (and stocking up money from crafting for other players) before they are usable by the character itself.
Necklace Repair is a REPEATABLE quest with no cooldown, so if you're in Icecrown killing the Converted Hero around 43, 50 for Argent Tournament dailies, you can acquire several Damaged Necklace Damaged Necklace if you're patient. Also, if it's during the Love is in the Air festival, Converted Hero drop Lovely Charm as well so you can farm both.

If you want to learn every design, it will take 354 of these unless I missed some somewhere. The fact that you can only get one a day (unless you can find a lot of Damaged Necklace to fill in the gaps or have a lot of Titanium Powder since those are unlimited turn-ins) means this is going to be nearly a year of dedicated dailies. However, with Cataclysm and the new jewelcrafting dailies in the capital city of your faction, these will probably not be nearly as useful as they were, so I recommend you go through the designs and pick out which ones you want rather than aiming for them all (unless you're (1) that bored and/or (2) a completionist).

Sooo, if you have a 370+ JC-level character in their 50s (like I do), and see the silver ! over Timothy Jones head? Don't bother coming back at 56, 57, 58, etc. Nope, not even at 60 . . .

Forget having those JC-only epics in the slots at 60. : / The quests don't start until 65. No quests, no tokens. No tokens, no JC dragon's eye Jeweler's Gems for us. *Even though the required level is 50.*

I am assuming that it started with cata (my JC just recently got there) but u can do the daily quests in dalaran starting at least at level 70 (thats when I got there)

As of 1/16/12, I count it taking 394 tokens to get all 112 jewel crafting recipes. 48 from Timothy Jones, and 64 from Tiffany Cartier. I don't think many people are going to worry all to much about getting all of them at that rate. Hopefully blizz will make it easier at some point.

All of the JC daily quests could be completed in Howling Fjord, thus it is perfectly acceptable to be 68-70 level, depends on class.

Shipment: Blood Jade Amulet requires Bloodstone, Dark Jade
Vrykul Amulet drops from Vrykuls. (~~It does not drop from iron dwarves and murloks...~~ obsolete joke, quest text no longer mention "humanoids".)
Closest to Dalaran would be Gjalerbron and Skorn. (Confirmed)

Shipment: Bright Armor Relic requires Bloodstone, Huge Citrine
Elemental Armor Scrap drops in Giants' Run and BaelGun's Excavation Site from Iron Rune constructs out there. (confirmed)

Shipment: Glowing Ivory Figurine requires Chalcedony, Shadow Crystal
Northern Ivory drops in Howling Fjord from beasts. (Though, shoveltusk is the beast we speak of...)
They are all around the Howling Fjord. Try area west of Skorn or island of Kamagua. (confirmed)

Shipment: Intricate Bone Figurine requires Chalcedony, Dark Jade
Proto Dragon Bone drops off any proto dragon.
Ember Clutch probably the best solo spot. Utgarde Keep for party ventures. (Confirmed UK - drops off proto dragons there as well as from hatchlings in Ember Clutch!)

Shipment: Shifting Sun Curio requires Sun Crystal, Shadow Crystal
Scourge Curio drops from any scourge mob.
For Howling Fjord, go to west coast and hunt Shades and Mur'ghouls. (confirmed)

Shipment: Wicked Sun Brooch requires Huge Citrine, Sun Crystal
Iron Dwarf Brooch drops off Iron Dwarves.
Yet again, look for them in Giants' Run and BaelGun's Excavation Site. (Confirmed)

P.S.
It's a worthless note, but if you take a look at gems required for all of the dailys, you'll see that all gems are required in roughly equal amount for completion of all quests. (2 of each gem)

Does anyone know if there's an upper limit to how many Dalaran Jewelcrafter's Tokens can be carried at once?

As of 5.2, Blizzard seems to have lowered the droprate on quest items for these quests. Edit - the Friday patch may have fixed the droprate.

To judge your progress with the Epic cuts from the man with style himself, Timoth Jones, open the JC profession panel. Only then should you run the macro:

Not too bad a grind with a Damaged Necklace every so often, as well as being prepared to sacrifice a stack or two of Titanium Ore for prospected Titanium Powder.
